The first Target exclusives available for $17.99 were a set of 4 from the
pilot episode "Where No Man Has Gone Before". This was a unique offering,
and fairly easy to obtain if you live near a Target.
The second set available for $17.99 exclusively from Target were the Voyager
characters Doctor and Harry Kim. Although produced in lower quantities,
these were also fairly easy to obtain because they just weren't very
exciting. Other Voyager characters were offered in similar quantities,
and the only thing that made these "special" were that you could only get
them at Target. If you lived near a Target, that wasn't very
special. The Doctor's character is slightly more popular, so it wasn't
uncommon to see Kim warming the shelves by himself.
Target raised prices to $27.99 beginning with Spock and Chekov. They
stuck on the shelves at this price, and were marked down to $16.90.
Spock was generally slightly harder to find. The next set did not stay
on the shelves even with the $27.99 price. Seven of Nine was typically
very hard to find, and Kirk not much easier.
